Leak Adjustment Request

The District is responsible for the service line from the main line to the meter in the utility right-of-way.  The customer is responsible for the water service line and all plumbing fixtures from the meter to the home. If you suspect a leak at the meter, please get in touch with us at (805) 481-6730.

To request a One Time Leak Adjustment, please read the disclaimer below, download and submit the attached PDF, or complete the online form below.

Per OCSD Code 6.08.040, Whenever a bill reflects high usage compared to the previous comparable seasonal billing period, a leak is evident and fixed, an adjustment may be given. See the actual ordinance for complete wording. "High Usage is defined as water use for a billing period which is in excess of one and one-half times the normal seasonal bimonthly use as solely determined by the District.  Consideration of an adjustment pursuant to this policy should be allowed only once in any consecutive 24-month period
