Capital Improvement Program Advisory Committee
March 2025: The OCSD Board of Directors is in the process of creating a new Capital Improvement Program Advisory Committee. The new CIP Committee will help vet and assess capital improvement needs, with the potential to increase the Board and community involvement and oversight of the District’s CIP program, including vetting CIP issues early on, advising staff on grant opportunities, and ensuring the CIP programs are well established and regularly updated for our water and sewer systems. Other considerations, like exploring a potential new OCSD office and conference room space and finding ways to reopen FCFA Fire Station #3 potentially, will also be explored.
Many of the former Finance and Budget Committee (OFAB) duties have been rolled into the CIP committee. Early review of expenditures, budget projections, reserve levels, and projected fiscal needs will occur at the CIP advisory committee level, both with a broad picture of District fiscal positions and with a focus on our core duties like maintaining and improving all of our water, sewer, and street lighting infrastructure. The CIP committee meeting schedule will be posted once the Board of Directors determines it.
