The unincorporated Oceano community receives fire and emergency services through the Five Cities Fire Authority (FCFA). The FCFA was created as a “joint exercise of powers authority” through an agreement approved in 2010 between the cities of Arroyo Grande, Grover Beach, and the OCSD.  In 2024, OCSD divested from the JPA, and in 2025, the OCSD fire code of ordinances was rescinded. The County of San Luis Obispo took over providing the same emergency services via FCFA. The OCSD does not control the operations of FCFA, and the financial statements and audit of the FCFA are separate from the OCSD. The County, along with the cities of  Arroyo Grande and Grover Beach, oversees the FCFA. OCSD is working with all involved agencies in an attempt to bring back fire service and operations from the Oceano station, but this is a long-term effort and will require significant financing and possible new tax initiatives.
